   I think you would be surprised. When people 'have' to do something to   
   drive, they'll do it. Take California's smog regulations for instance.

   The car nuts in California tried to get their old cars exempted too, but   
   the law says that they must have the emissions controls on it and in   
   working order. If you're stopped by law enforcement, they have the right   
   to inspect your emissions equipment (not to mention safety items) and   
   impound your vehicle if it is found to not be compliant.

   I feel the same way, but also realize that I don't own or maintain the   
   roads I drive on, so I comply with whatever they require to do so. Unless   
   there's a loophole, of course.
