   Uverse DSL...speed tests indicate that it is running at 1.35Mb/s, when I'm   
   supposed to be getting 3Mb/s service.   
      
   There is a fiber-optics cable installed by AT&T when I signed up for this   
   service. The only copper involved is in the house.

   Goto www.speedtest.net and test your download. I got 1.43Mbps this   
   morning with a Ping of 41ms...still not where it used to be.
