   No. If you do as I have done and key the mic on a SSB xmitter, there is   
   nothing shown on a Bird wattmeter until you modulate the radio. Then the   
   wattmeter's needle will bounce up and down, according to the modulation.   
      
   So, the carrier that isn't there on key up, might be there in theory, but   
   it won't be there, even when the xmitter is modulated.
