   Actually in the late 30's the Navy did put a set of wheels on a   
   submarine for under the Ice exploration.   
      
   Bhecause the bottom was rougher then anticipated is did not work very   
   well and any real extended under Ice exploration had to wait until the   
   Nuclear Submarine was developed   
      
   And have you forgotten about the WWII Duck.   
   Now days the military has some pretty large amphibious "trucks".   
   I got to play with one of those when I was in Vietnam.
