You first have to pass a license exam,       and get a callsign before you even worry about radios.               As for radios, if you're just going for local communications via the       Technician Class license, you can either go RF with the Yaesu FT-8800R dual       band mobile (that can also be used as a base station)...it covers 2 meters       and 70 centimeters. But, if you live in an area with antenna restrictions or       prohibitions, you may want to consider the VoIP route of Echolink. All       Echolink requires is a computer, soundcard, high speed internet connection,       and either a headset mic (preferred), or a desktop mic and speakers. No       additional antennas, radios, power supplies, etc. are required. That is my       main mode of operation, along with using a DV Dongle for D-Star. Echolink is       free (you can get it for your computer, iPhone, or Android), but the DV       Dongle is $200 (if not more). However, you MUST provide a paper copy of your       amateur radio license before you will be granted access. You can also get a       Wouxun KG-UV2D dual band handi-talkie (HT) for under $200.
