     There is text on the CSCE, noting that "the CSCE by itself does not   
   confer operating privileges"...and that "you must already have a valid   
   amateur radio license to get on the air".   
      
     In some cases, the examinee gets credit for a separate element ONLY, but   
   if he doesn't have the lower elements to go with it (i.e. he passes the   
   General, but has failed the Technician), he still has no license. And,   
   after 365 calendar days, the CSCE is worthless, anyway...and he has to   
   start over.
