   AFAIK, synchronet has this available... i believe sbbs' implementation does to   
   AX.25 but it would be better to post in one of the SYNCHRONET echos to   
   inquire... i do know that you have to have a valid radio license if you   
   transmit anything... depending on where you are, listening is not illegal...
