   I would expect you to say what you mean. What you said could have thrown a   
   wannabe HAM off the track, leading to an expectation of having a license   
   in hand after spending 9 hours testing. That isn't the case.   
      
   AFAIK, if you already have a license and you've successfully passed a   
   higher license exam, you may operate with the higher privileges on your   
   present class of license for 30 days or the day your new license is   
   delivered in the mail. If you aren't presently licensed, you'll not be   
   able to operate until you do have your license in hand.
