What you said could have thrown a       wannabe HAM off the track, leading to an expectation of having a license       in hand after spending 9 hours testing. That isn't the case.              AFAIK, if you already have a license and you've successfully passed a       higher license exam, you may operate with the higher privileges on your       present class of license for 30 days or the day your new license is       delivered in the mail.
