   Well, there would be comercial gear you could program up for ham use.  The DMR   
   guys do it all the time (many are into Motorola, I use Hytera, all commercial).   
    Just that I don't have any non ham frequencies in the Hyteras, because there's   
   none I'm interested in the radio's frequency range.`  Doesn't quite get to UHF   
   CB, where they'd likely be legal as they meet the specs, and at least in the   
   past, commercial radios capable of being programmed to 5W or less were legal,   
   if properly programmed.
