   I understood where you were going with that.  I dont know how it works in the   
   USA but here provincial law is key.  I would assume that State law is the same?

   I've seen some white on Ambulances, but not on top.  Mostly strobes on the back   
   and sides.  From recent news video, I see the police also have similar.

   Blue is used here by snow removal crews, and yes, being visible is good
