   Road law has been historically strict here.  We led the world in areas like   
   seat belt laws (1970s), drink driving, etc.  Speed limits are very strictly   
   enforced.  And there has been some success, with a statewide road toll going   
   from around 1100 deaths/year to under 300 these days, with zero being the   
   ultimate goal.  A combination of law changes, enforcement, improvements on   
   vehicle safety and cultural change are among the factors.   
      
   So, the government and police are unapologetic, with good reason.   
      
   Even when in emergency vehicles, SOPs require the use of discretion.  Dispatch   
   sends an indication of whether lights and sirens are warranted in the original   
   page, and drivers/OICs also have to use discretion, and "downgrade" at the   
   first opportunity, if the situation allows it.
