    I think the entire reason that, despite that very logical argument, the war
on drugs continues to be perpetrated has to do with point 3 above.  Although it
would save the country billions of dollars a year, by doing so it would deprive
the MASSIVE for-profit prison industry from raking in their share of the
profits.  They influence judges on a massive scale, as well.  This can be done
in many ways at low-levels all the way to high ones; take for instance
documented (and google-able) cases of local city/county judges receiving
kickbacks from the industry for incarceration of minors in JDCs.  For an
example of a high-level one, take the money that the for-profit prison industry
throws at the issue of selection of judges/justices.
    The government, by now, knows that the criminalization of marijuana is
harmful to millions.  The government doesn't deal with that well, though.  Nor
do they [obviously] represent the people, at least at the federal level.  The
government, at the federal level, handles the needs of the corporation.  It's
supposed to be by the people, for the people, and of the people.
s/people/corporations/g and you'll understand how it really works.  They need
the industries to profit from that money like a vampire needs blood.
