I think it would have been better to send materials -- so you have a good
idea what they are used for -- than just money, which is not always all
accounted for.

Russia has sort of always been like that. For whatever reason, they are
paranoid about their neighbors and want a lot of "buffer states" between
them and the rest of Europe (and probably Asia, too).
That goes back at least as far as Napoleon's invasion, and possibly longer.
Stalin was super paranoid, much like Putin seems to be now.
