   You are right... In the US there are 3 different branches.... Decades ago the   
   legislators in the US passed immigration laws that state you are you can be   
   deported from the US if you enter illegally or break other laws while you are   
   in the US.   
      
   I have known people, one in particular, that was in the US legally, he was a   
   Green Card holder.  He broke the law and was shipped back to the Dominican   
   Republic before knew it... I have to pay to go to the Dominican whereas he got   
   a taxpayer paid ticket out of the country!!!
