   But they are at least someone.  They are tasked with getting the mail   
   from point A to point B and can be found guilty of a federal crime if they   
   interfere with that process.   
      
   With an unmanned ballot box, there is no one there tasked to do anything and,   
   as you pointed out in another message, that has now become a problem.
