   can anybody point me out which document could help me out with something that   
   I thought might be very simple:   
   Is there an objective way of telling who's at war if no party declares it? I   
   mean, if country A does have troops in country B and country C opens fire at   
   those troops, is it a war on A or on B, both, neither or is it more
