   A greater amount of people on public assistance are jobless.    
   This I have seen within my former job for the ACP Affordable Connectivity   
   Program. As proof of wages was required or having the association with a   
   selected Federal Program. I can tell you from personal experience most of these   
   individuals had no employment. I spoke to "consumers" from all over the U.S. It   
   was the states of Michigan, Ohio and Alabama that seemed to have the greatest   
   disparity and the highest poverty.
