   Actually, there's a thing called the Thurmond rule, which has been used   
   inconsistently.

   There was an article I read the other day that talked about this.  I   
   wish I could find it now.  It showed a while lot of inconsistency from   
   both parties on how this sort of situation has been handled in the past.
