Even when there is enough memory for the number of services installed on
a 3+Open 1.1 server, the message "A request for memory resources could
not be satisfied" may appear when the server is booted.

This message usually indicates you do not have enough free space on the
swap drive (drive C: by default) when you are using the "swap,move"
option.  You need at least 1.5 MB of free disk space to use memory
swapping.  You should either free up some disk space, turn swapping off,
or move the swap path to another disk.
