Here are some possible causes of the infamous "Connection refused or
Syntax Error:"

1. A user without admin permission tried to do a NET USE to a device that
is accessible only to administrators. Solution: Give the user proper
permissions or reshare the device without requiring admin permissions.

2. A user with admin capabilities cannot NET USE to a device that is
shared for admins only. Solution: The user limit for this resource could
be exceeded. By default, only two users can access devices that are
automatically shared by the server. Increase the number of users allowed
or disconnect one of the users from the device.

3. Even though a user has permissions to link to a resource and the user
limit has not been reached, the user still cannot link. Solution: Check
to make sure the user has not exceeded the maximum number of links or
sessions. Check the /l and /s parameters for DOS Basic netstations and
the numresources and numservers parameters for Enhanced DOS and OS/2
netstions. The parameters are in the LANMAN.INI file on the user's boot
disk.

4. A user has permissions to a resource, but he still can't link.
Solution: This usually happens when a DOS Basic netstation tries to link
to a device on a server other than his home server. Since the BASIC
redirector does not store a user's password, the user must append his
logon password to the first NET USE command when establishing a
virtual circuit to a new server.
