There is a known problem with 3+Open TCP Version 1.0 running
across either a Cisco router or an IBM 8209.  The problem may be
caused by a wrong Source SAP (SSAP) in the TCPTSR.EXE file.

Symptoms of this problem are the inability to ping any devices
other than 3+Open TCP devices, or the inability to connect to a
device on the other side of the Cisco or IBM unit.

A patched version of TCPTSR.EXE can be found on the Ask3Com
forum, Patches and Fixes library.  Replace the existing
c:\3open\dosdrv\prot\tcp\tcpstr.exe with the patched version.

The problem will be corrected in 3+Open TCP Version 1.1, which is
scheduled to begin shipping in July 1990.
