QUESTION:
Can You run full NetBIOS applications and 3nb on a Remote
workstation?

ANSWER:
A remote PC is a different Network ID. Then in theory it would
need its own Locator for its Network ID. But the way remote PC
works is it Shares the Name Service and Locator off the Network
it calls. Thus 3NB.exe should not work through a remote PC
because it will look locally for a locator and time out because
there is none.

If you run 3NB.exe off the network that the remote PC
has called into you will see the remote PC listed in the
Locator with the Network ID and the address 02608C000000.

Running remote PC with IRMALAN works, and you can do a
3NB.exe off the network that the remote PC called into.
