Here is a scenario:  You make a change to route via 3Install.
Nothing big, maybe just change a phone number or something.
Everything looks fine.  Boots fine. Even appears to run fine.
However, you begin to get undelivered mail messages back after
they time out.  The status log shows a timeout error.  If you sit
and watch your modem, you notice that incoming mail is fine and
if there are messages going out, they get picked up fine on an
incoming call.  BUT there are no outgoing calls.  Your modem
doesn't dial out.  You might figure your modem is bad, but
remember incoming calls are handled just fine.

Turns out Route was corrupted somehow.  The following procedure
cures the problem.  The 3cnxsrv.nsp file somehow was corrupted
and must be rebuilt.  The procedure is simple:

1. Delete (or REName) the 3CNXSRV.NSP.

2. Run the 3Rouck.exe with /I (install) option:

   (C:\3PLUS\3CONFIG>>3ROUCK /I)   This rebuilds the NSP file.

3. Start 3Install and reenter Route Table.
