Q:  Should our server update the clock?

A:  Our software does not control the clock, it only interprets it.
On some computer systems, the clock is always set to GMT, and the
time display routines display the time in a local format. Under
MS-DOS, the clock is set to the local time. Our software converts
it to GMT when it is stored.  The start and stop of DST indicate to
our software how to interpret the time. Our software assumes that
the user has set the time on the computer to the local time.

There is also a bug in our 1.2/1.2.1 name service that it does not deal
with a leap year correctly. After 2-29-88, the leap year, your name
server could be a day off. This can be fixed by using
3N SET /date=[correct day] + 1.
