To disable the IB/2 from sending out clock in its netmap packets,
implement the following patch on SW/IB-10000:

Future clock plan for IB product line:

1. The IB will always update its clock when it receives time
information from the network (like the servers)

2.  The IB will include its own time in its netmap packet
(broadcasted to all its attached networks) if it received a new
time update from the network in the last broadcast interval

This should allow the transfer of a correct time on all segments
of the network. Time information will always be present in the
packets if there are several IBs and one NCS in the network, even
if the NCS is later removed.
