- Schedule (82 games)

Neutral site games were eliminated under the terms of the CBA.

 1. Each Western Conference team will play a home-and-home with each
    Eastern Conference team for a total of 26 games for each team.

 2. In the 7-team divisions (Pacific and Atlantic)
     a. Teams will play 6 games against two divisional rivals and 5 games
.against the other four divisional rivals for a total of 32 games
.per team.
     b. Teams will play 4 games apiece against the 6-team division (Central
.and Northeast) for a total of 24 games per team.

 3. In the 6-team divisions (Central and Northeast)
     a. Teams will play 6 games against 3 divisional rivals and 5 games
.against the remaining divisional rivals for a total of 28 games
.per team.
     b. Teams will play 4 games apiece against the 7-team division (Pacific
.and Atlantic) for a total of 28 games.

  Playoffs: The system will be conference-based, with the No. 1 team 
meeting the No. 8 team in the first round, No. 2 vs. No. 7, No. 3 vs. No. 
6 and No. 4 vs. No. 5. Matchups will be based on overall points with the 
four division champions being placed in the first- or second-place seeds 
in each conference and being assured of home-ice in the first two playoff 
rounds. All series will be best of seven (2-2-1-1-1 rotation) except 
matchups between Central and Pacific teams.  Those series will rotate 2-3-
2 to reduce travel.  In those cases, the team with the most regular-season 
points will choose whether to start the series at home or away.


  A schedule program is available that contains the complete NHL schedule 
and allows you to make a variety of queries about it. You can list the 
schedule for given dates or teams, or list upcoming games between teams 
and divisions (home games, away games, or either). The complete 
distribution was posted to comp.sources.misc as Volume 39, Number 89. 
Check your closest Usenet archive site for it. It is also available from 
the official rec.sport.hockey FTP archive on wuarchive.wustl.edu in 
directory /doc/misc/sports/nhl. On-line access is available by doing

  The NHL adopted a lottery for its annual entry draft, beginning with the 
1995 draft.
  A complicated system ensures that the team with the fewest points ends 
up with a 30 percent chance of getting the first overall pick and is 
guaranteed of picking no lower than second.  Whichever team is drawn can 
move up by no more than four positions in the draft. Therefore, only the 
five worst teams have a chance at picking first. If one of the second-, 
third-, fourth- or fifth-worst teams win the draw to pick first, the last-
place team will pick second.
  If the sixth-worst team is drawn first, it moves up four places and 
picks second. The first pick would then go to the worst team.  Likewise, 
if the 10th-worst team is drawn first, it would pick sixth. The first 
pick, again, would go to the worst team.
  Under the weighted-draw system for non-playoff teams only, the team with 
the fewest points has a 30 percent chance of being drawn; the team with 
the second-fewest has a 21 percent chance; and the team with the third-
fewest points has a 15.1 percent chance.  The team with the fourth-fewest 
points has a 10.9 percent chance; the team with the fifth-fewest points 
has an 8 percent chance; the team with the sixth-fewest points has a 5.9 
percent chance; and the team with the seventh-fewest points has a 4.2 
percent chance.  The team with the eighth-fewest points has a 2.8 percent 
chance; the team with the ninth-fewest points has a 1.6 percent chance; 
and the team with 10th-fewest points has a 0.5 percent chance.
  Only one team will be drawn and placed in the appropriate spot. 
Everybody else picks in reverse order of the team's finish.

League Leadership:
  Gary Bettman is commissioner of the National Hockey League.
  Former Hartford Whalers President and General Manager Brian Burke is the 
league's executive vice president and director of hockey operations.

Collective Bargaining Agreement:

The league and NHLPA officially signed the CBA on August 11, 1995.  The
94-95 season was played under a 'memorandum of understanding' after the
lockout ended in January.

.The CBA expires at the end of the 1999-2000 season. Both management and
the union has the right to reopen the agreement after the 1997-98 season.

UNRESTRICTED FREE AGENCY
.For the first three years of the agreement, any player 32 or older 
with at least four seasons (of 40-plus games each) becomes an unrestricted 
free agent.
.For the next three years of the agreement, any player 31 or
older with at least four seasons (of 40-plus games each) becomes an
unrestricted free agent.

RESTRICTED FREE AGENCY
.By June 30 or other agreed upon date, clubs must make qualifying 
offers to Group II players -- generally those with at least three years 
of experience who have not reached their 32nd birthdays in the first three 
years of the agreement and 31st birthdays in the last three years of the 
contract. Qualifying offers must be 110 percent of the prior year's salary 
for players earning no more than league average or 100 percent of the 
prior year's salary for players earning above the league average. If no 
qualifying offer is made, the player becomes an unrestricted free agent.
.If another team makes an offer to a restricted free agent, his 
original team has a right to match the offer. If the original team decides 
not to match the offer, it will receive compensation from the new team for 
each player signed for at least $401,000. Compensation ranges from a 
third-round choice for a player signed at between $401,000 and $550,000, 
to five first-round picks for a player signed for at least $3.7 million.
.Players have two weeks to be restricted free agents before they 
can file for salary arbitration; once a player opts for arbitration, he no 
longer is a free agent.

SALARY ARBITRATION
.In most cases, a player will be eligible for arbitration after 
five seasons in the league or after the player reaches the age of 25.
.The team can choose if an arbitration award is for one or two 
years, though a player within a year of unrestricted free agency would be 
bound only by a one-year award.
.Each club may walk away from three arbitration awards of at least 
$550,000 in any two-year period but may not use all three walkaways in any 
one year. After a team walks, the player has seven days to decide if he 
wants to remain with his team at the team's arbitration offer or he may 
elect to become an unrestricted free agent. A team can walk away from the 
second year of a two-year arbitration award.

ENTRY DRAFT
.Nine rounds for players 19 and older. Players who are 18 may opt 
into the draft.

ENTRY-LEVEL SALARIES
.A player drafted in the first round in 1995 can receive no more 
than $850,000. In 1996, the first-round cap is $875,000. In 1997, 
$925,000. In 1998, $975,000. In 1999, $1.025 million. In 2000, $1.075 
million.
.Signing, reporting and other non-performance bonuses may total no 
more than 50 percent and will count under the cap. Games-played bonuses 
also fall under the cap. Legitimate performance bonuses, to be defin 
by the NHL and NHLPA, would not count under the cap.
.All rookies will be under two-way, minor-major league contracts; 
should a player be sent to the minors, he would receive no less than half 
the NHL minimum.

MINIMUM SALARY
.$125,000 through 1998; $150,000 remainder of agreement.

ROSTER SIZE
.Active roster of 20 players, including two goalies. Overall roster 
will have no limit this season, 24 players thereafter. In event of 
expansion, NHL may lower the limit to 23.

Rule Changes:

Rule 20D: A stick measurement can be called for in overtime.  However, a 
stick measurement can't be asked for after the winning goal has been 
scored.

Rule 42B: A player leaves the penalty box prematurely receives an 
automatic three-game suspension.

Rule 45D: With respect to checks from behind, a player doesn't have to be 
checked into the boards or into the goal itself.  Any severe check from 
behind as the rule reads ("Any player who cross-checks or pushes a player 
from  behind, when the player is unable to defend himself") will result in
a major and a game misconduct.

Rule 54A: If a player removes his sweater before getting into a fight, the 
instigator penalty will be imposed. (Any player deemed to be the 
instigator of fisticuffs shall be assessed a game misconduct.)

Rule 87: The video goal judge can be consulted on issues regarding the 
game clock (such as how much time remained when the referee stopped play.)

1995-96:

Obstruction:  A minor penalty shall be imposed on a player who impedes the
movement of, or otherwise restrains a player not in possession of the puck.

Officals to impose minor penalty for hitting at or below the knees of
opponents.
**
Double-minor penalty to be imposed for deliberate hit at or above the neck,
unless a major penalty is called.


Playoffs: The 2-3-2 format that was instituted last year was revised so 
that in first-, second-, or third-round series involving Central and 
Pacific Division teams, the team with the better record will have the 
choice of using a 2-3-2 or 2-2-1-1-1 format.  In addition, the team with 
the better record opens at home, whichever format it chooses to use.  The 
Stanley Cup Finals will remain a 2-2-1-1-1 format.

Ice resurfacing: The use of two Zambonis will be required for resurfacing 
between periods.  This will result in improved ice surfaces, the NHL 
governors said.

Olympics and World Cup of Hockey:
The International Ice Hockey Federation announced agreement with the NHL 
on an arrangement aimed at closer ties. The two groups put together a 
package of accords that will pave the way for regulated player transfers, 
more Olympic participation for NHL players, the creation of a European 
Super League and expanded international competitions. Schedules will be 
coordinated to allow NHL players to take part in the Olympics and in the 
World Championships.

The 1998 Winter Olympics in Nagano, Japan, will feature National
Hockey League players for the first time ever. 

Six teams which include NHL players will begin play in the
Olympic tournament on February 13th. The six teams are the
national teams of the United States, Canada, Russia, Sweden,
Finland and the Czech Republic. Two teams will reach the final
through qualifying competition starting on February 7th. 

The NHL season will be put on hiatus following the games on
February 8th and resume on February 25th. 

NHL players who do not participate in the tournament will have
the first week of the break off before a mini-camp. Those
players whose teams are required to qualify will be allowed to
participate. 

Selection for the six "Dream Teams" will not be determined via
tryouts. It will be done by a group of qualified hockey
personnel directed by each national governing body. The NHL
and the NHLPA will make available current or former NHL
general managers or coaches and former NHL players who have
national team experience to assist in the selection process. 

The American, Canadian and Russian boards will select and
announce at least 18 members of their Olympic teams by August
1st, 1997. The other three countries must have 12 players chosen
by then. By the first day of December in 1997, the balance of
the teams will be selected and announced. 

The Olympic tournament will use NHL referees.

In addition, part of the agreement includes the resumption of
the former Canada Cup with an international World Cup-type
tournament late in the summer of 1996.

- Television

  Games are carried on TSN and CBC in Canada, on Fox, ESPN and ESPN2 in 
the U.S. Check your local listings.

ESPN and ESPN2 will continue to televise about 100 regular-season games 
per year -- three per week on ESPN2 and one on ESPN. ESPN will show up to 
12 conference finals games and Games 2, 3, 5 and 6 of the Finals.

ESPN said that it will televise 14 regular-season games, a reduction from 
the 26 scheduled before the owners locked out the players. In addition to 
the ESPN coverage, ESPN2 will telecast 37 games, down from the 75 
originally planned. Coverage on ESPN starts Jan. 20 and on ESPN2 Jan. 21.

  3. International Hockey League (IHL)

Division winners qualify for the playoffs along with the two teams with 
the best record in each conference. An exception is made to accommodate 
the extra team in the Western, so if the fifth team in the Western has a 
better record than the fourth place team in the Eastern, it qualifies for 
post-season play.

The International Hockey League's governing board approved the league's 
plan to pursue expansion into Europe for the 1995-96 season, with a 
minimum of six new franchises.

The Salt Lake Olympic Organizing Committee cleared the way for the Denver
Grizzlies to move to Utah by deciding to lend $7 million to West Valley
City for a new hockey arena.  The team will be named the Utah Grizzlies.

The IHL has awarded a franchise to the Grand Rapids Griffons, who will 
begin play in the 1996-97 season at the VanAndel Arena.

Seven non-affiliated teams play a 66 game schedule.  All teams are owned 
and operated by the league, which is owned by Indianapolis minor-league 
sports entrepreneur Horn Chen, Ray and Monte Miron, and others. The San 
Antonios Iguanas have been added for the 94-95 season, and further 
expansion is being planned.  Topeka, Kansas is the current front-runner, 
possibly starting play for 95-96.  Other cities are being considered from 
Jackson, Mississippi to Colorado Springs, Colorado.
