Bear in mind that it is easy enough nowadays to get plain clothes Police or Council inspectors into a venue monitoring any "soft" attitude to drug use and reporting back to the licensing committees... The rave scenes been around a long time and there are plenty in wider society who do not like this fact and keep the pressure on - TBH I think that "rave-type clubs" are only *extremely* grudgingly licensed even today as the authorities otherwise fear a greater increase in unlicensed parties....
