 That was their opinion. The fact is that we *don't* know CE is the 10th 
 Doctor. We assume he is. RTD accepts that he is the 9th Doctor - not because 
 the McGann version regenerated into him but because the public and the press 
 have already labelled him as such. 
  
 Whether our assumptions will ever be confirmed in a future series (it 
 certainly wasn't in the series that has just ended) remains to be seen.
