 That wasn't the impression I got - it seemed more like he was already the 
 Emperor Dalek before the cataclysm, and he survived by falling through time 
 due to superior protection (or, if he was Davros, due to his usual trick of 
 leaving early via an escape pod, to avoid the crowd).
