 Well, they wouldn't use Davros specifically, as the name would mean nothing 
 to the majority of viewers. But consider the fact the Davros, when last 
 seen, had lost most of his remaining body, installed himself in a modified 
 Dalek travel machine, and was calling himself the Emperor Dalek. I think 
 it'd be only the tiniest stretch to imagine that he subsequently completed 
 his mutation to (augmented) Dalek form, and got himself a bigger, better set 
 of Emperor Dalek's new clothes. 
  
 Also, the Emperor Dalek's insistence on the Doctor activating the Delta Wave 
 and destroying all life is so very similar to Davros' response when the 
 Doctor presents him with a similar choice as a philosophical exercise back 
 in Genesis of the Daleks.
