We only saw Jack resurrected, but that doesn't mean that others may not
have been. It may be that the death toll on Earth was comparatively low,
as the Daleks will have wanted to keep at least some people alive so
that they could ultimately be transformed into more Daleks. OTOH, they'd
already apparently effected a major reshaping of the continents, which
would seem to imply a massive death toll. If Earth's history was to be
restored to what it "should" be, which was what the Doctor wanted, then
you would think that what the Daleks had done would have needed to be
undone. It would have been nice to have had that "i" dotted for us.
