 I thought they could have made his explanation for the creation of a new 
 Dalek fleet more threating. 
  
 1)make it clear that the arrival at earth was not buy accident. Since the Dr 
 had destroyed the Dalek fleet, the Emporor decided on one last act of 
 revenge against the DR by destroying Earth, the Dr's favourite planet. 
 2)On arrival his ship have moved so much in time he had a change of plan, 
 and that was to create a new Dalek race from Human Kind itself.
