 What a utterly pointless comparison.  Star Wars was a big budget, high 
 tech fairy story in space.  As I remember George Lucas being quoted at the 
 time it was meant to be 2 hours during which the audience could forget 
 their normal lives.  Very little, if any, depth to the story, but very 
 well made. 
  
 Dr Who was meant to be science fiction.  That is until it was put into 
 decline starting some time during or shortly after the Davison years.  So, 
 it was done on a very limited budget.  This doesn't make any difference to 
 the quality of the stories themselves.  I'm sure it would have had much 
 better production, both sets and effects, if they'd had a Star Wars level 
 budget for each season. 
  
 It seems to me you are confusing gloss with content.
