Webster's is the source of US English; the OED is the source of English
English. However, as we're talking about Scottish things (kilts)
you can choose either...
For the record, my copy of the OED (1964 reprint) lists kilt as
Skirt, usu. of tartan cloth, reaching from waist to knee, part of
Highland male dress.

Plurals don't need apostrophes, except to indicate possession.
