So they don't have anything else at home that uses the Internet? No smart
TV, no Ring doorbell, no gaming devices?
If so, that would put them in the <%5 of the UK who don't have home
broadband. Not entirely implausible, of course. But that's the point at
which I'd cease to have an interest in helping them solve a self-inflicted
problem.
(And if the underlying issue is that they're homeless or some similar state,
then there are plenty of charities and voluntary groups which will help them
print off documents like that).
