Well, there's that.
And there's also the distress / punishment / suffering caused by the
financial distress implicit within a fine.
The trouble with your approach is that you are in danger of arguing for
fines only for people who manage their affairs so as to be able to pay
fines and "community punishment" for those who aren't, with your further
assertion that community punishment hurts more than a fine.
I suggest that the latter statement is not as convincing as you seem to
think it ought to be.
