 If I were a police officer wanting to arrest Tommy, for one of his 
 standard type minor crimes, I would phone him up and ask him to report 
 to a police station.

 The comment about hitting them in the balls was a standard format joke 
 before the 1990s. i.e. present some reasonable actions and then say if 
 that fails, hit them in the balls. The type of thing that would have 
 been on: Not the Nine O€€€clock News. No one sane would regard it as a 
 serious attempt to incite a physical assault.
