 Databases can be made secure. But not if you employ monkeys to do it! 
  
 The system that allows a one time check on your UK drivers license for 
 hiring a car is a good example of how it could be done well.

 That was the MOD and they have since confessed that there were no size 
 or content barriers on the email attachments that anyone could send out 
 (apart from the size limit of the recipient's mailbox).
