It sounds to me as if they are advising you to in effect make the
partner a guarantor of the rent. Can the remaining partner afford the
rent on her own, now there's only a single income?
Of course, he could refuse, but you should then re-issue the tenancy to
just the lady, having re-done the affordability checks.
