I was thinking of a situation where an asylum seeker's claim gets rejected
and as a result he applies in yet another country. Can this go on for a
decade and would he still be considered a refugee?

For those who obtain it, ILR in the UK requires 10 years (currently 5) and
can be revoked by the government. But that is a different situation. The
migrant in my question would have moved on by then.
