 Mob rule rarely happens in a vacuum. If we elect a prime minister and 
 he or she behaves in a way unacceptable to the general population, 
 that population can get rid of the problem by voting him or her out at 
 the next election. When you have someone who becomes a representative 
 of their country purely through an accident of birth which they freely 
 accept and enjoy the privileges associated with it, how do you suggest
