I recommend booking such establishments within Nottinghamshire if access to potable water without charge is important to you. Part 4 of the Nottinghamshire County Council Act 1985 [] covers "Establishments for Massage or Special Treatment". Part 2 of the Conditions enacted under part 4 of the above legislation covers "Conditions applicable to Establishments offering Sauna and/or Spa Pool Treatments" []. Paragraph 5 thereof states "A supply of fresh drinking water shall be available close to the Sauna and/or Steam Room, free of charge." I cannot find corresponding legislation for other areas, but that does not mean that it does not exist, just that it may not be indexed in the databases I'm using. Regards S.P.
