 I recommend booking such establishments within Nottinghamshire if access 
 to potable water without charge is important to you. 
  
 Part 4 of the Nottinghamshire County Council Act 1985 [] covers 
 "Establishments for Massage or Special Treatment". 
  
 Part 2 of the Conditions enacted under part 4 of the above legislation 
 covers "Conditions applicable to Establishments offering Sauna and/or 
 Spa Pool Treatments" []. 
  
 Paragraph 5 thereof states "A supply of fresh drinking water shall be 
 available close to the Sauna and/or Steam Room, free of charge." 
  
 I cannot find corresponding legislation for other areas, but that does 
 not mean that it does not exist, just that it may not be indexed in the 
 databases I'm using.
