Probably much the same as someone who could qualify for a driving
licence, but doesn't bother to pass the test.
Many benefits are door-openers, rather than and end in themselves; for
example if you get pension credit (only a tiny amount because you have
lots of savings) then you receive the full Winter Fuel Allowance and get
100% Council Tax discount.
