 I remember a PCSO from St Johns Wood (posh bit of London) complaining 
 that someone double-parked their expensive car and refused to move. 
 "Just ticket me - my secretary will pay it." 
  
 I'm not prepared to support Norman's suggestion of tasering, but maybe 
 we should equip PCSOs with clamps?
