 I think you€€€re missing the most important but unspoken method of dealing 
 with VAWG, that lies behind what RJH is saying; which is that women and 
 girls should never form domestic relationships, but live in single-person 
 accommodation - and the handful that get touched up or propositioned in 
 public spaces, well, it€€€s only a handful so why worry about it.
