 I think the majority of the work has already been done. Diplomats 
 everywhere will know that they need to be more professional. 
  
 Nobody who commits their thoughts to any medium today, paper or 
 electronic, can have any reasonable expectation of confidentiality. 
 This particular message could easily have been leaked by one of the US 
 'intelligence' services, who certainly routinely read any 
 correspondence which interests them.
