I think he means the official secrets act.
But while half-listening to the radio this morning, it seems the
journalist who leaked the papers is married to a Brexit MEP. Therefore
it's all a plan on the part of the Brexit camp to...... well, I'm not
entirely sure what, and maybe I mis-heard. But it did come over as
another excuse to knock brexit over something apparently unrelated.
