britain joined a club with 'ever closer union' as a core rule...
the objective was to forge one country and the 'laws'
reflect that
another core rule/'law' was/is 'freedom of movement'
to apply retrospective 'laws' to those who have already
acted under the present 'laws' is bad 'law'
you may legitimately apply new rules to new movers after
leaving but to apply it to those who acted under previous
'law' or even until the 'laws' change is very dodgy....
doubtless the 15 year rule was allowed by idiots like bliar
to remove non-socialist votes
