We here means "The EU and the government of the UK".

No is it you can leave WITH a deal on the basis of what we ("The EU and the
government of the UK") have agreed. We could leave without one, but even
Boris knows that would be hugely damaging for the UK and political suicide
for

One would hardly expect the opposition patries to agree with the Tories, but
they Tories can't even agree amongst themselves.

That should probably have had a sunset clause. Nevertheless most major
democracies have fixed terms for their legislators and president (if they
have
one).
